Rankings
Cumulative rankings work off a combination of point
differential and team record:
Average Margin of Victory Per Week x2 + (Winning % * 50)
Weekly rankings for penalties are still calculated
on the standard Points For - Points Against method.
The primary concept behind a powerful team is that you're winning your games,
with margin of victory still playing an important but slightly diminished
role. Teams scoring gobs of points every week but only winning half their
games may not be as highly ranked as they were in prior years.

2003 Efficiency
Ratings
Cumulative rankings are weighted 3/4 for scored/potential %
and 1/4 winning %:
((Points Scored / Potential Team Points % * 3) + Winning %) / 4
Weekly Rankings for penalties are still figured on
the standard scored vs. potential % method.
The concept is that high efficiency should at least equate
somewhat to success, thus the 25% modifier for winning percentage. A
losing team that manages to play the right players on their squad could rank
lower than someone who leaves many points on the bench but keeps winning.
