SFFL 2003 Rule Changes & Additions

Results by decisions from the 8/9/03 Think Tank

Administrative & General Changes

1         First week 15th round starter can use either 15th rounder or Rookie starter.

Trades/Transaction Changes

1         Roll-Offs are now further weighted to assist poorly performing teams.  In order of point total that week:

Ø      1-4 ranking, 2 dice

Ø      5-8 ranking, 3 dice (best two)

Ø      9-12 ranking, 4 dice (best two)

2         Trades incentive:

Ø      $3 cost per trade – now equal to regular transactions.

Ø      Additional Trade Deadline:  SATURDAY 8:00 AM!

§         Regular trades/transactions still due Thursdays 9:00 PM

§         Extra time allows ability to deal for players if they still need someone.  TRADES ONLY, no pickups.

3         No “repetitive trades”, i.e., player traded must remain on new team for minimum two weeks (two games).

4    "Draft +1" rule in effect - a teams roster per position player may not exceed 1 over the number that was drafted; i.e. 2 QBs drafted = 3 QBs MAX per roster.  Rule was voted on and approved by the league at the draft.

Point Changes

1         Receiving yards limits change:  0-15 = 7 pts, 16-30 yds = 14 pts, 31+ = 21 pts. (formerly 0-20, 21-40, 41+).  The hope is that the additional five-yard cushion will boost some of the WR totals.

2         QB passing yards for TD change: 0-30 = 7 pts, 31-60 = 14 pts, 61+ = 21 pts. (formerly 0-20, 21-40, 41+).  This balance change will slightly downgrade the QB position.

3         Kicker changes:

Ø      Missed extra point = -3.

Ø      Missed field goal, 0-30 yards = -3 (same), 31-40 yards = -2, 41-50 yards = -1, 51+ yards = no penalty

4         Position Players (WRs, RBs) that score a Special Teams TD on kickoffs or punt returns = 7 points.

Playoff Changes

1         Top EIGHT teams make playoffs – NBA conference format

Ø      Playoff teams = three divisional winners, three second place winners, two wildcards

Ø      Each team will play three games for final 1-8 rankings

2         Bottom four teams play “second chance” (each teams plays two games)

Ø        Each team plays two games:

§         second game for first round winners is week #15

§         second game for two losing teams is “toilet bowl”, week #17

Payouts & Fees changes

1         Point differential - 25¢ per point, raised from 20¢.

2         Conference winners still earn 10% of pot…but assuming we expand playoffs to eight teams:

Ø      2nd place in conference earn 4% of pot

Ø      Wildcard teams (2) earn 1.5% of pot

3         3rd place overall in league earns $85

4         Teams in playoffs (8 team bracket) earn $10 per win – can help offset $25 per game loss

5         “Last Chance” playoffs final rankings earn the following:  #9 = $50.

6        Point totals, efficiency ratings and power rankings are FINAL as of the end of the regular season (week #13).
